Mayor Giuliani and his Commissioner are planning an Strategy to fight Drugs and guns problems and is looking for improve the drug situation. This Strategy don’t mention a drug treatment eventhough a year in a residential center is less expensive( 20,000)than maintain a prisioner at Riskers Island (60,000).
